数字经济发展提高了城市创业活跃度吗?

摘　　要：数字经济是实现双循环新发展的重要支撑力量,为区域创新创业提供了新的动力和契机。本文以城市创业活跃度为研究视角,利用2011—2018年我国地级市面板数据,探讨了数字经济对区域“促创业”的影响及其内在机理。研究结果表明,数字经济的发展可以提高城市创业活跃度水平。对于东部城市而言,数字经济对城市创业活跃度的促进作用会更加显著。机制分析表明,消费扩张效应和吸引FDI溢出效应是数字经济影响城市创业活跃度的重要传导路径。政府应以新型基础设施建设与营商环境为重要抓手,加快城市的数字化建设进程,借助数字科技和信息平台,有效发挥数字经济对区域创业的引导效应。The digital economy is an important supporting force for the realization of a “dual circulation” development. The digital economy provides new impetus and opportunities for regional innovation and entrepreneurship. This paper uses 2011—2018 panel data at the city level in China as a research sample to explore the impact of the digital economy on promoting entrepreneurial activity, and analyzes the impact path of the digital economy on the entrepreneurship of cities. The research results show that the digital economy has a certain positive effect on increasing the city’s entrepreneurial activity. The promotion effect of digital economy on urban entrepreneurial activity will be more significant in eastern cities. The mechanism analysis shows that the consumption expansion effect and the spillover effect of attracting FDI are important transmission paths for the digital economy to affect the entrepreneurship. The government should take the construction of new infrastructure and the business environment as important measures to speed up the process of digital construction of cities, and use digital technology and information platforms to effectively play the guiding effect of the digital economy on regional entrepreneurship.
