摘　　要：为提升河北省气象防灾减灾应急移动指挥能力,设计一套基于卫星通信、视频会商、供电保障、车载平台和车辆综合管理控制等功能于一体的现代化气象应急指挥系统。文章阐述了系统的总体设计方案和各个平台功能,并探讨了在设计中遇到的问题及其解决方案,最后结合全省气象业务工作对今后河北省气象应急指挥重点任务发挥更有效的作用给出了建议。In order to improve the emergency mobile command ability of meteorological disaster prevention and mitigation in Hebei Province,a set of modern meteorological emergency command system based on satellite communication,video consultation,power supply guarantee,vehicle platform and vehicle integrated management and control is designed.This paper expounds the overall design scheme of the system and the functions of each platform,and discusses the problems encountered in the design and solutions.Finally,combined with the meteorological business work of the whole suggestions are given for the key tasks of meteorological emergency command in Hebei Province to play a more effective role in the future.
