摘　　要：全民阅读是实现我国文化强国战略中最为重要的一环,和我国主题出版与主题阅读推动密切相关。我国主题出版发展比较成熟,政策性和时效性较强,但主题出版与主题阅读发展中还存在着一些问题,包括选题过剩和盲目选题、缺乏特色精品优秀出版物、主题阅读的需求量大但缺乏主题阅读文化、主题阅读活动未与全民阅读战略深入对接以及出版单位推动主题出版的保障措施仍不健全等。在全民阅读战略的推动下,出版行业应加强系统引导,增强责任意识;利用自身优势,构建特色主题出版物。各级政府和单位应借助全民阅读战略政策积极构建全社会的主题阅读文化;实现全民阅读战略与主题出版、主题阅读的深入对接。各级出版单位应构建各类促进主题阅读的具体保障措施。National reading is one the most important part in the realization of the cultural power strategy of China, which is closely related to the promotion of thematic publishing and thematic reading. The development of thematic publishing in China is relatively mature, with strong policy and timeliness, however there are still some problems in the development of thematic publication and thematic reading, including excessive topic selection and blind topic selection, lack of distinctive and excellent publications, high demand for topic reading but lack of topic reading culture, no in-depth connection between thematic reading and national reading, and insufficient guarantee measures for publishers to promote thematic publishing. Under the promotion of the national reading strategy, publishing industry should strengthen the systematic guidance of the publishing industry and enhance the sense of responsibility, and use publishers’ own advantages to create featured thematic publications. Governments at all levels and relevant units should actively build thematic reading culture for the whole society, and realize the indepth connection among the national reading strategy, thematic publishing and thematic reading. Publishing units at all levels should construct various promotional measures for thematic publication and thematic reading.
