摘　　要：当前建设科技强国更加依赖基础科学研究,高校在基础科学研究成果的产生与转化中居于重要地位。基于自然指数构建系统性的高校基础研究竞争力评估模型,可为国家科研管理决策和高校学科建设提供有益参考。从用户需求出发,将高校基础研究评估划分为宏观、中观和微观3个层面,分别对应整体趋势、机构合作和领域分布3个分析维度,利用自然指数既有指标、外部指标方法进行了各个维度的具体评估,依据前期研究成果,提出了基于自然指数的高校基础研究评估模型,并以山东师范大学作为实证案例,探索了该评估模型的适用性和优化方向,为推进高校“双一流”学科建设和基础研究加速发展提供了新思路。At present,building a powerful country in science and technology relies more on fundamental scientific re⁃search,and universities play an important role in the generation and transformation of fundamental scientific research re⁃sults.Constructing a systematic evaluation model for the competitiveness of fundamental research in universities based on Natural Index can provide a useful reference for the national scientific research management decision-making and univer⁃sities’discipline construction.Starting from the user’s needs,this paper divides the evaluation of fundamental research in universities into three levels of macro level,meso level and micro level,which respectively correspond to three analysis dimensions of overall trend,institutional cooperation and domain distribution,and carries out the specific evaluation of each dimension by using the Natural Index’s existing index and external index methods,and based on the preliminary re⁃search results,puts forward the fundamental research evaluation model of the universities based on Natural Index,and taking Shandong Normal University as an empirical case,explores the applicability and optimization direction of the evalu⁃ation model,which provides a new idea for promoting the construction of“double first-class”disciplines and the acceler⁃ated development of fundamental research in universities.
