社会体育专业职业资格认证困境及其消解——基于法团主义理论

摘　　要：采用文献资料法、个案调查法和逻辑分析法,运用法团主义理论剖析社会体育专业职业资格认证的现实困境并提出针对性消解策略,为推进社会体育专业1+X证书认证工作提供参考。现实困境:行业领域涉及多级管理,认证主体存在壁垒;考核内容缺乏量化标准,认证过程流于形式;“体育+”产业尚需培育,认证反馈缺乏粘性。消解策略:以国家战略为统领,明确认证工作的责任主体;以法律框架为保障,强化认证标准的部门管控;以增权赋权为杠杆,激活认证主体的社会潜能;以监管法团为抓手,推进认证过程的多元共治。Using the methods of documentary,case investigation and logical analysis,this papers discusses the predicaments and countermeasures of profession qualification certification to provide references for the “1 + X”certification system in mass sport major with the corporatism theory. The predicaments include vague authentication departments,formalistic authentication proces and weak authentication feedback. The countermeasures include clarifying the liability subject of profession qualification certification under the guidance of the national strategy,clarifying the control of authentication standard with the guarantee of legal system,activating society energy of authentication bodies with empowerment as the level,and carrying out the multi-governance in authentication process under supervision.
