西部地区生态环境高质量发展指标系统及发展对策研究

摘　　要：从环境政策、经济社会、环境影响、生态环境、环境保护保障等5个方面研究构建西部地区生态环境高质量发展指标系统,运用层次分析法定量赋予指标相应理论权重,研究得出生态环境保护高质量发展应重点关注环境保护保障和环境政策2个方面。具体应从加大生态环境保护支出、加强政府层面对生环境保护的重视程度、加快污染防治技术的发展和应用、强化生态环境保护法律基础和工作机制、提高区域生态环境保护工作方法精准度等方向进行努力提升,并提出有针对性的发展对策,为西部地区生态环境高质量发展提供参考。This paper studies and constructs a feasible ecological environment high-quality development index system in the western region from five aspects:environmental policy,economy and society,environmental impact,ecological environment and environmental protection guarantee,and quantitatively endows the corresponding theoretical weight to the index by using analytic hierarchy process.It is concluded that the high-quality development of ecological environment protection should focus on two aspects:environmental protection guarantee and environmental policy.The efforts should be made to enhance ecological and environmental protection expenditure,strengthen the government's efforts to improve the emphasis on ecological environment protection,accelerate the development and application of pollution prevention and control technology,strengthen the legal basis and working mechanism of ecological environment protection,and improve the accuracy of regional ecological environment protection working methods,and put forward targeted development countermeasures,so as to provide useful reference for the high-quality development of ecological environment in the western region.
