摘 要:战略科技人才是科技创新的重要力量,是实施创新驱动发展的关键因素,培养高水平战略科技人才是我国建设国家战略人才力量的重要内容。本文从培养规模、培养结构和产出质量等角度对中外战略科技人才进行对比,梳理我国战略科技人才总体现状;在此基础上,探讨我国战略科技人才胜任力模型,以及从加强顶层设计、建设协同创新高端平台和健全作用发挥长效机制等方面提出进一步激发战略科技人才创新活力、促进战略科技人才发展的对策建议。Strategic scientific and technological talents are an important force of scientific and technological innovation and a key factor in implementing innovation driven development.Training high-level strategic scientific and technological talents is an important part of building China's national strategic scientific and technological strength.This paper compares Chinese and foreign strategic scientific and technological talents from the perspectives of training scale,training structure and output quality,and combs the overall situation of China's strategic scientific and technological talents;on this basis,this paper discusses the competency model of China's strategic scientific and technological talents,and puts forward countermeasures and suggestions to further stimulate the innovation vitality of strategic scientific and technological talents and promote the development of strategic scientific and technological talents from the aspects of strengthening top-level design,building a high-end platform for collaborative innovation,and improving the long-term mechanism to play its role.
