健康责任主体及其责任范围指标体系的构建

摘　　要：为明确健康责任主体及其责任范围,本研究在专题小组讨论的基础上,邀请40位专家进行2轮德尔菲法,选用层次分析法获得各指标权重。两轮德尔菲法的回收率为57.50%和82.61%,专家权威系数为0.883,专家意见协调程度由0.171上升至0.209。最终得到的健康责任主体及其责任范围指标体系包括3个一级指标,13个二级指标,46个三级指标,所有结果均通过一致性检验。结论得出,健康责任主体及其责任范围指标体系的构建具有科学性,内容合理可靠。我国应加强各主体健康责任意识,形成健康多元协同治理模式。In order to clarify health responsibility subject and its scope of responsibility,this study invited 40 experts to conduct two rounds of Delphi method based on the panel discussion,and adopted analytic hierarchy process to obtain the weight of each indicator.The recovery rate of two rounds of Delphi method was 57.50%and 82.61%.The authority coefficient of experts was 0.883,and the coordination degree of expert opinion was increased from 0.171 to 0.209.Finally,the index system of health responsibility subject and its scope of responsibility includes 3 first-level indicators,13 second-level indicators and 46 thirdlevel indicators,all of the results passed the consistency test.The conclusion is that the index system of health responsibility subject and its scope of responsibility is scientific,reasonable and reliable.We should strengthen the consciousness of health responsibility of each subject and form a healthy pluralistic collaborative governance model.
