公共卫生信息活动中医务人员的伦理素养及其培育

摘　　要：医务人员在公共卫生信息活动中良好的伦理素养,能发挥保护患者信息权利,保障公共卫生相关研究顺利进行,促进信息伦理难题的判断与决策的价值。这一伦理素养的核心内容包括共济与公正相兼顾、规范与情境相融合、效用与尊重相结合的伦理原则,以及保障知情同意、保护信息弱势群体、对社会舆论的纠正与引导、突发公共卫生事件中的信息应急的伦理能力。公共卫生信息活动中伦理素养的培育,需要引导医学人才形成“医之常情”,学习并内化信息保护相关规范,锻炼公共卫生科学知识与伦理知识的科普能力,并在医学伦理教学中增加信息伦理内容。Good ethical literacy of medical staff in public health information activities can help medical staff protect the information rights of patients,ensure the smooth progress of public health-related research,and promote the judgment and decision-making of information ethical dilemma.The core of ethical literacy includes the ethical principles of mutual aid and justice,the integration of norms and contexts,the combination of effectiveness and respect,as well as the protection of informed consent,the protection of vulnerable groups on information,the correction and guidance of public opinion,information emergency in public health emergencies.To cultivate the ethical literacy in public health information activities,we need to guide medical staff to form"normal medical conditions",learn and internalize the relevant norms of information protection,exercise the popular science ability of public health scientific knowledge and ethical knowledge.And information ethics should be added in medical ethics education.
