摘　　要：“管办评分离”是推进教育治理体系建设和提升教育治理能力现代化的技术路径和实现方式,也为开放教育的系统办学建设提供了一种新的发展思路,特别是办学系统中的多元主体、开放共享的基本特点,为“管办评分离”技术路径提供了“实践土壤”。本研究提炼出“价值、要素、结构、体系”四位一体的“管办评分离”技术路径框架,将其运用到具有开放教育特点的成人中等学校办学系统中,探索“总校-分校-第三方”组成的办学系统的定位与目标、主体和权责及相关制度建设。Separation of supervision,enforcement and evaluation,as a technical approach and implementation method to promote educational governance system and governance capacity,provides a new perspective for the construction of open education.The characteristics of its diversified subjects,openness and sharing offer applicable chances.This research constructs a technical framework for the separation of supervision,enforcement and evaluation,which contains value,element,structure and system,and applies it to secondary education for adults so as to explore the value and goal,rights and liabilities of subject,relevant rules of the school running system,which consist of "headquarter school,branch school and the third party".
