摘　　要：探讨国家高新区与其培育的创新型产业集群之间的互动机制,为进一步提升高新区的创新型产业集群培育能力,以推动创新型产业集群高质量发展提供参考。选择我国27个省份的国家高新区作为样本,从载体建设能力、主体培育能力、产业创新能力、园区关联能力出发构建国家高新区的创新型产业集群培育能力评价指标体系,采用熵值法和突变级数法进行测度,并构建回归模型考察4种能力对集群培育成效的影响。结果表明:国家高新区的创新型产业集群培育能力呈现区域不均衡状况,东部高于中部和西部;4种能力分别在一定程度上提升创新型产业集群培育成效,其中载体建设能力与产业创新能力的影响较显著。由此提出国家高新区有针对性地加强培育创新型产业集群的薄弱环节,同时各地区充分发挥自身优势,依托国家高新区加强科技型企业这一创新主体建设并加强与高新区的协同创新等建议。To explore the interaction mechanism between national high-tech zones and their cultivated innovative industrial clusters,in order to further enhance cultivation capacity of innovative industrial clusters in high-tech zones and promote high-quality development of innovative industrial clusters,this paper takes the data of 27 provinces in China as a sample,constructs evaluation system of innovative industry cluster cultivation from four aspects of carrier construction capacity,carrier cultivation capacity,industrial innovation capacity and park association capacity;at the same time,entropy value method and the mutation level method are used to measure cultivation ability of innovative industry clusters in each province and region,and a regression model is constructed to investigate the influence of each dimension of innovative industry clusters on the cultivation effectiveness.The results show that the capacity of cultivating innovative industrial clusters in the national high-tech zones is unbalanced,and the eastern part is higher than the central and western parts;the four capabilities respectively improves the cultivation effect of innovative industrial clusters to a certain extent,among them,the capacity of carrier construction and industrial innovation have a more significant impact,and more stronger than the others.It leads to the suggestion that the national high-tech zones should be targeted to strengthen the weak links in the cultivation of innovative industrial clusters;moreover,each region should give full play to its own advantages,rely on the national high-tech zones to strengthen the construction of science and technology-based enterprises as the main body of innovation,and strengthen the synergy of innovation with high-tech zones.
