新时代我国公共卫生人员与预防医学教育现况及发展对策分析

摘　　要：随着新型冠状病毒肺炎疫情反复,逐步反映出我国各地公共卫生人员数量严重不足、基层极其匮乏,层次结构不合理、业务素质亟待提高,我国公共卫生教育在培养人才方面存在规模太小、专业设置体系不完善,临床医学与预防医学教育相互独立、医疗和预防体系尚未有机融合,培养定位不够明确、实践教学体系有待加强等问题。现分析我国公共卫生人员与预防医学教育的现况,并提出了要明确公共卫生人才培养的重要性、扩大培养规模,完善人才培养体系、优化层次结构,改革课程体系、强化实践教育,大力推进医教协同育人途径、促进医防融合,加强在职人员继续教育、提升专业能力,健全专业人才激励机制、稳定人才队伍等发展对策。With the repeated outbreak of the new coronavirus pneumonia, it has gradually reflected that there are serious shortages of public health personnel in various parts of our country,especially in the grassroots level,the hierarchical structure is unreasonable,and the professional quality needs to be improved urgently. There are some problems in public health education in China,such as the small scale of talent training, the imperfect professional system, the independence of clinical medicine and preventive medicine education, the lack of organic integration of medical and preventive medicine systems, the lack of clear orientation of training, and the need to strengthen the practical teaching system. This paper analyzes the current situation of public health personnel and preventive medicine education in our country, and proposes the corresponding development countermeasures, including clarifying the importance of public health personnel training, expanding the scale of training,improving the personnel training system,optimizing the hierarchical structure,reforming the curriculum system, strengthening practical education, promoting the integration of medical and prevention, enhancing continuing education of in-service personnel, improving professional capabilities and the incentive mechanism for professional talents, and stabilizing the talent team.
