摘　　要：本文基于中国科学技术发展战略研究院发表的学术期刊论文和《人民日报》等报刊理论版文章的文献计量分析,回顾了40年来中国科技战略与政策研究的主题。研究发现,研究主题从1983—2002年“推动科技体制改革和提高技术创新能力”转向2003—2012年“促进科技成果转化和发展战略性新兴产业”;党的十八大以来,响应国家创新驱动发展战略,研究主题聚焦“创新驱动发展战略的实施和中国特色国家创新体系的建设”(2013—2022年)。研究表明,中国科学技术发展战略研究院响应经济社会发展的需求,针对不同时期科技发展问题进行了深入的学术理论探讨,履行了服务于党和国家科技创新重大决策的战略性国家科技智库的使命。This paper reviews the research topics of Chinese strategy and policy of science and technology in the past 40 years,based on the bibliometric analysis of academic journal papers published by the Chinese Academy of Science and Technology Development Strategy(CASTED)and theoretical papers published in newspapers,such as the People s Daily.We found that the research topics changed from“promoting the reform of the scientific and technological system and improving our capacity for technological innovation”(1983-2002)to“promoting the transformation of scientific and technological achievement and developing the emerging industries of strategic importance”(2003-2012).Responding to the national innovation driven development strategy program,the research topics has focused on“the implementation of innovation driven development strategy and the construction of a national innovation system with Chinese characteristics”(2013-2022),since the 18th National Congress of the Communist Party of China.This research shows that,with the requirements of economic and social development,the CASTED has conducted in-depth academic and theoretical discussions on the development of science and technology aiming to solve different questions in different stages,and fulfilled the mission of the national science and technology think tank that serves the major decisions of scientific and technological innovation in our country.
