重点发展片区GEP核算及损失补偿技术应用探索——以九龙山数字城为例

摘  要:在行政区域生态价值量化研究的基础上,探索将GEP核算范围扩展至重点发展片区,以九龙山数字城为试点,分别核算该片区规划前后的GEP,综合分析片区的GEP变化特征。结合GEP核算结果,从生态修复、海绵城市改造、节约资源能源、污染物减排和景观格局改善等方面研究提出GEP补偿的适用技术,并对各项补偿技术可产生的GEP补偿量进行核算,设置不同条件研究分析试点片区的GEP补偿潜力和补偿技术组合,为实现区域GEP的占补平衡提供技术参考,为精细化生态环境管理提供决策支持。研究结果显示:(1)九龙山数字城2020年GEP为5.02亿元,其中占比最大的指标是调节气候服务,占比达到56.119%;(2)与现状相比,基于九龙山空间规划的GEP将下降1.87亿元,主要原因为植被用地总体减少了42.55%;(3)通过研究不同补偿措施对区域GEP的作用,九龙山数字城的GEP补偿潜力可达6.07亿元。On the basis of quantitative research on ecological value of administrative regions,this research explores expanding the scope of GEP accounting to main development areas,taking Jiulongshan Digital City as a pilot area,accounting GEP before and after planning,and comprehensively analyzing the change of GEP result in this area.Combined with GEP results,the applicable technologies of GEP compensation are studied and put forward from the aspects of ecological restoration,sponge city reconstruction,resource and energy conservation,pollutant emission reduction and landscape pattern improvement.The GEP compensation amount generated by various compensation technologies is calculated,and the GEP compensation potential and compensation technology combination in the pilot area are simulated and analyzed under different conditions,which provide technical reference for realizing the balance of regional GEP occupation and compensation,and provide decision support for refined ecological environment management.The research results show that:(1)The GEP of Jiulongshan Digital City in 2020 is 502 million yuan,of which the largest indicator is climate regulation service,accounting for 56.119%;(2)Compared with the present situation,the GEP based on the spatial planning of Jiulongshan Digital City will decrease by 187 million yuan,mainly due to the overall reduction of vegetation land by 42.55%;(3)By studying the effects of different compensation measures on regional GEP,the GEP compensation potential of Jiulongshan Digital City can reach 607 million yuan.
