专科医院行政总值班制度执行情况与改进对策研究

摘　　要：行政总值班作为医院行政管理班外时间的补充,是建立医院医疗质量的核心制度,保障医疗质量与医疗安全的重要保障。本文分析某三级专科医院运营初期行政总值班制度执行情况,针对行政总值班制度执行过程中发现的制度不健全、管理经验不足、责权意识欠缺等问题,提出以制度建设为基石,进一步完善制度、以队伍建设为支撑提升处置能力、以巡查监督为抓手主动发现问题、以跟踪反馈为重点落实改进措施,提高医院运营效率与医疗服务质量。As a supplement to the off-duty time of hospital administration,the general-on-duty system is the core system of medical quality, and is the guarantee of medical quality and medical safety. This paper analyzes the current situation of the initial implementation of the general-on-duty system in a tertiary specialized hospital to find out the problems in this system, the inexperience of the team and the inadequacy of the sense of authority. The paper puts forward some optimization strategies, such as improving this system based on system construction, improving disposal capacity by team building, actively finding problems with the help of inspection and supervision, and implementing the improvement measures with the focus on tracking and feedback so as to improve the efficiency of hospital operation and the quality of medical service.
