摘  要:为加强矿产资源合理利用,提升保护管理水平,指出了矿山开采存在的问题,包括“三废”问题、地下水资源污染、地质灾害及噪声污染问题。目前,矿山环境恢复治理存在的问题主要是资金不足,矿山环境治理缺失;缺乏科学的建设规划,开采技术落后;法律法规不健全,环境保护管理机制不完善;环境保护意识淡薄;历史遗留问题多。由此提出了有效措施:完善相关法律法规,建立矿山地质环境治理规划体系,完善矿山环境恢复治理保证金制度,加强监督管理,开展综合治理,解决资金来源问题,强化矿山开发源头管控,发挥规划约束作用,严格执行行业标准,开展绿色矿山建设,加快矿山生态修复治理。In order to promote the rational utilization of mineral resources, and improve protection management level, the study points out the problems of mining, such as “three wastes”, pollution of groundwater resources, geological disaster and noise pollution. At present, there are problems in mine environment restoration and treatment, such as the lack of capital, imperfect mine environment governance;lack of scientific construction planning, backward exploitation technology;imperfect laws and regulations and environment protection management system;weak environment protection consciousness;and many problems left over by history. Effective measures are proposed, i.e. to perfect related laws and regulations, establish mine geological environment governance planning system, perfect mine environment restoration and treatment margin system, strengthen supervision management, develop comprehensive governance, solve capital source problems, strengthen mine exploitation source control, play the restriction function of planning, strictly implement industry standard, develop green mine construction, and accelerate mine ecological remediation and governance.
