摘　　要：“双碳”目标的提出,给我国带来了巨大的挑战和任务。消费者个人产生的碳排放量逐渐增长,是当今全球变暖的重要原因之一,由此有必要通过法律法规对公民的碳排放行为进行约束。为应对“双碳”目标下我国公民责任的要求,我国应当多维度促进公民碳减排法律责任制度的完善,同时注重建立法律规制与道德规范的双重协调机制,将公民碳减排责任纳入社会规范中,促进公民碳排放责任意识的培养与提升。The proposal of the “dual carbon” goal has brought huge challenges and tasks to our country. The gradual increase in the amount of carbon emissions produced by consumers is one of the important causes of global warming today. Therefore, it is necessary to restrict citizens’ carbon emission behavior through laws and regulations. In order to meet the requirements of our country’s citizen responsibility under the “dual carbon” goal, our country should promote the improvement of the legal responsibility system for citizens’ carbon emission reduction in multiple dimensions, and at the same time pay attention to the establishment of a dual coordination mechanism between legal regulations and ethical norms, and integrate citizens’ carbon emission reduction responsibility into society. In the norm, it aims to promote the cultivation and improvement of citizens’ awareness of carbon emission responsibility.
