摘 要:环境问题不仅事关自然,同时也涉及观念和社会。符号能够表征自然,传播观念,解决冲突。符号表征能处理环境识别问题,符号修辞能处理环境争议问题,符号话语能处理环境权力问题。据此,环境议题的符号化治理即是通过正名以处理环境公共性问题,以使环境问题被纳入大众视野;通过修辞争论以处理议题协商和合法性问题;通过话语建构以使权力转化为知识,以获得自然化效果。Environmental issues are not only about nature, but also about ideas and society. Signs can represent nature,spread ideas, and resolve conflicts. Representation can deal with environmental identification, semiotic Rhetoric can deal with environmental controversy, and discourse can deal with environmental power. Accordingly, the governance of environmental topics is to deal with the issue of environmental publicness through proper name to bring environmental issues into the public’s view;to deal with the issue of negotiation and legitimacy through rhetorical controversy;and to transform power into knowledge through discourse construction to realizing the naturalization effect.
