摘　　要：在“一带一路”建设的社会背景和政策环境下,许多具有共同战略愿景或共同利益需求的高校、科研机构、行业(企业)基于共同的价值旨趣,组建了类型多样的“一带一路”高校战略联盟。从组织学视角来看,“一带一路”高校战略联盟是基于目标、意愿与沟通建构起来的协作组织,有其自身特有的组织规则、行为逻辑和价值共识。当前,“一带一路”高校战略联盟运行面临顶层制度供给抽象化、持续发展能力不稳定、成员权责分担不对称、联盟“公共空间”浅层性等诸多挑战。未来,应当以优化提升治理效能为目标导向,在工具理性和价值理性之间保持合理的张力,通过制度建设达成治理目标,以高效的沟通网络促进联盟模式维系和动态发展。Under the social background and policy environment of the Belt and Road initiative,many universities,scientific research institutions and industries(enterprises)with common strategic vision or common interests have formed various types of"the Belt and Road"university alliances based on their common value interests.From an organizational perspective,it is found that the Belt and Road university alliance is a collaborative organization constructed based on targets,intentions and communication,which has its unique organizational rules,behavior logic and value consensus.At present,the operation of the Belt and Road universities alliance faces many challenges such as abstraction of top-level institutional supply,the unstable ability of sustainable development,asymmetric sharing of rights and responsibilities among members,and shallowness of the alliance’s"public space".In the future,the Belt and Road university alliance should be oriented to improving governance efficiency,maintaining a reasonable tension between instrumental and value rationality,achieving governance objectives through system construction,and promoting the maintenance and dynamic development of the alliance model with an efficient communication network.
