摘　　要：新一代信息技术在提供城市治理手段的同时,重塑了智慧城市的社会结构和城市治理规则。用系统科学的思维范式指导复杂城市治理模式的智慧化转型,是实现城市善治的重要途径。本文从智慧城市治理的技术基础入手,考察智慧治理的逻辑起点,以及智慧化的技术逻辑与城市治理的融合路径,进而探讨整体性、系统性、自组织性、协同性、精确性思维对于创新城市治理,建构适应复杂性要求的智慧治理模式的作用机理。The new generation of information technology not only provides urban governance means, but also reshapes the social structure and urban governance rules of smart city. It is an important way to achieve good urban governance to guide the intelligent transformation of complex urban governance mode with the thinking paradigm of system science. Starting from the technical basis of smart city governance, this paper examines the logical starting point of smart city governance and the integration path of technology logic and urban governance, and then expounds the role of holistic, systematic, self-organizing, collaborative and precise thinking in innovation of urban governance and construction of smart governance mode to meet the requirements of complexity.
