收入分配伦理底线的原则与测度指标

摘　　要：收入分配问题既是经济学问题,又是伦理学问题。当收入分配伦理底线被确定为收入分配在一定的历史发展阶段遵循一定的经济规律和分配正义价值要求所必须坚守的伦理原则、最低标准之后,收入分配的伦理原则在分配正义的价值追求中形成了“保有劳动活力、弱者优先、全民共享和政府首责”这样“四位一体”的收入分配伦理底线价值规范。在遵循简要性、必要性、系统性、科学性等要求基础上,构建涵盖基本劳动权公平、基本生存权利公平、基本健康权利公平和基本发展权利公平这四个方面共5个一级指标22个二级指标的收入分配伦理底线测度指标体系,以期为规范收入分配秩序、规范财富积累机制、推进全体人民共同富裕提供价值基础和行动方向。The issue of income distribution is not only an economic issue,but also an ethical issue.When the ethical bottom line of income distribution is determined as the ethical principles and minimum standards that income distribution must adhere to in accordance with certain economic laws and the value requirements of distribution justice at a certain stage of historical development,the ethical principle of income distribution has formed a “four-in-one” ethical bottom line value norm of income distribution in the value pursuit of distribution justice,namely “keeping labor vitality,giving priority to the weak,sharing with the whole people and taking the responsibility of the government”. Then,on the basis of following the requirements such as simplicity,necessity,systematicness and scientificity,we will build an indicator system for measuring the ethical bottom line of income distribution that covers five first level indicators and 22 second level indicators in four aspects,namely,fairness in basic labor rights,fairness in basic survival rights,fairness in basic health rights and fairness in basic development rights,with a view to standardizing the income distribution order and the wealth accumulation mechanism,and providing a value basis and a direction for action for the common prosperity of all people.
