数字政府发展国际经验比较及其对中国的启示

摘　　要：数字政府建设是数字中国的重要组成部分,是大数据时代政府转型升级的必然要求。中国政府数字化转型起步晚、发展快、成效明显,但面对新时代人民日益增长的美好生活需要,其基础设施、能力素养、法律制度与组织保障等方面的短板亟待补齐。美英韩三国数字政府建设历经孕育、萌芽、成长、壮大和转型发展五个阶段,积累了注重以用户为中心、渐进式推进、法制化建设、数字素养提升、基础设施夯实、政企合作共赢六个方面的经验。基于现实挑战,借鉴国际典型经验,中国应建设以服务广大人民群众为导向、分步分区规划、法律体系完善、专业队伍强大、多元参与协作的现代化数字政府,探索出一条具有中国特色和世界意义的数字政府发展之路。Digital government construction is an important part of Digital China and an inevitable requirement for government transformation and upgrading in the big dataera. The digitisation of the Chinese government started late, developes quickly and has great achievements. But in the face of the ever-growing expectation of the people for a better life in the new era, there are weaknesses in infrastructure, ability and literacy, legal system and organizational guarantee, which need to be solved urgently. This paper systematically reviews the basic course of gestation, germination, growth, strengthem, transformation and development of three digital governments’ construction of the United States, Britain and South Korea, and summarizes the main experiences: user-centered, progressive, legalized, digital literacy, infrastructure consolidation and win-win cooperation between government and enterprise. Therefore, Based on realistic challenges, drawing on the typical international experiences, China should build a modern digital government, which is people-oriented and based planning, perfect legal system, professional team and multiple participation and cooperation, and exploring a road of digital government development with Chinese characteristics and world significance.
