政社协同项目化运作的目标偏离及其矫正--基于一个政府购买社会服务项目的考察

摘　　要：项目化作为一项重要的制度安排,已成为加强政社合作的重要模式。但项目化运作中也存在一些优秀项目执行失败的典型案例,影响了政社协同的有效性。从目标偏离的角度考察优秀项目的执行与矫正具有很强的现实基础。结合政策执行理论下的个案研究,通过分析项目目标偏离的生成过程与行动策略后发现,主体间的理性博弈增加了项目预期目标的执行成本,特定条件下容易出现项目行政目标吸纳社会目标的政绩倾向,引发形式化参与,直接导致项目目标的偏离。而为了逃避目标偏离带来的风险,项目“打包方”“抓包方”及其他相关者会形成利益共同体,通过违背现有制度规范的合谋行为以形式化的方式保障项目完成,这也是项目目标偏离后仍然得以持续运作的直接动因。未来的项目目标矫正须从“目标设定—目标执行—目标跟踪”层面做好项目质量管理。As an important institutional arrangement,project has become an important model for strengthening the cooperation between governments and society.However,there are also some typical cases of failure in the implementation of excellent projects in the project-based operation,which affects the effectiveness of the coordination between governments and society.It has a strong realistic basis to examine the implementation and correction of excellent projects from the perspective of goal deviation.Combining with the case study under the policy implementation theory,through the analysis of the generation process and action strategy of project goal deviation,it is found that the rational game between the subjects increased the implementation cost of the project’s expected goals,and under certain conditions it is easy to appear that the project administrative goals absorbed social goals.This tendency led to formal participation,which directly led to the deviation of project goals.In order to avoid the risks caused by the goal,the“packer”,“capture”and other relevant parties of the project will form a community of interests to ensure the completion of the project in a formal way by conspiring against the existing system and norms,which is also the direct motivation for the continuous operation of the project after the goal deviation.The future project goal correction needs to do a good job in project quality management from the level of goal setting,goal execution and goal tracking.
