摘 要:选取2001—2020年哈尔滨市环境质量数据和公共卫生数据,以可吸入颗粒物PM10为评估指标,采用改进的人力资本法等评价方法对大气污染引起的公众健康价值损失进行评估。结果表明:2001—2020年哈尔滨市大气污染导致公众健康经济损失总量从2001年的72.4亿元增加到2020年的239.3亿元,其中微小病例经济损失比重最大,占总损失的61.8%。研究区经济快速发展引起的人力资本上涨是导致健康经济损失大幅度增加的最主要因素。The environmental quality data and public health data of Harbin City from 2001 to 2020 were selected to evaluate the loss of public health value caused by air pollution with PM10 as the evaluation index and improved Human capital approach and other evaluation methods adopted. The results showed that the total economic loss of public health caused by air pollution in Harbin increased from 7.24 billion yuan in 2001 to 23.93 billion yuan in 2020, in which the proportion of economic loss of minor ailment cases was the largest, accounting for 61.8% of the total. The increase of human capital caused by the rapid economic development in the study area is the most important factor that leads to the substantial increase of health economic loss.
