摘 要:在“放管服”改革的背景下,行政许可改革呈现审批集中化和审管分离化的趋势。作为市场进入类的行政许可,教师资格认定制度改革也呈现出相同的趋势和特征。教师资格认定的关注重点从事前许可逐渐转移到事中事后监管,在许可前审查的环节适用告知承诺、补试或免试制度,为申请人提供更为高效便捷的申请条件;在许可后监管的环节通过定期注册以及撤销教师资格的方式,加强对教师资格的监管。在未来,教师资格认定机构可进一步改进许可前审查方式,加强审批和监管协同,注重事中事后监管,提高服务意识和能力,不断完善教师资格认定制度。In the context of the reform to “delegate power, improve regulation, and update services, ” there is a tendency towards centralized approval and separation of approval and management in the administrative authorization reform. The reform of teacher qualification system, a type of administrative authorization for market entry, also manifests the same trend and characteristics. The focus of teacher qualification accreditation is gradually shifted from ex-ante licensing to interim and ex-post regulation. The notification-commitment system, and the system of supplementary or exempt examination are applied in the ex-ante licensing to provide applicants with more efficient and convenient application facilities. Regular registration and revocation of teacher qualification are adopted in the interim and ex-post regulation to strengthen the supervision of teacher qualifications. In the future, teacher qualification accreditation bodies can further improve their pre-licensing examination methods, strengthen the coordination between approval and supervision, focus on the interim and ex-post regulation, improve service awareness and ability, and constantly improve the teacher qualification system.
