摘　　要：突发公共卫生事件因其复杂性、群体性、紧急性等特点,带来应急处置措施中的伦理矛盾。其中包括资源分配的伦理矛盾、救治方案的生命和生存质量矛盾性、舆论信息的伦理矛盾和科学研究伦理问题。基于伦理视角探讨突发公共卫生事件应对,赋予其深度的伦理关怀,是预防和应对公共健康危机的根本方向。同时,结合笔者所在医院在新型冠状病毒肺炎疫情的应急管理伦理实践经验,从医院突发公共卫生事件实践中多方面伦理矛盾的应对策略作出相应探讨。Due to its complexity, group characteristics, and urgency, public health emergencies bring ethical contradictions in the emergency response manners. These include the ethical contradictions of resource allocation, the treatment contradictions between life and quality of survival, the ethical contradictions of public information, and the scientific research ethics. Exploring the response to public health emergencies from an ethical perspective and endowing them with deep ethical care is the fundamental direction for preventing and responding to public health crises. Based on experience of the hospital the authors work in during COVID-19, the paper discussed strategies of multi-faceted ethical contradictions in the hospital’s practice of public health emergencies.
