摘  要:随着《提升全民数字素养与技能行动纲要》的发布,全民数字素养迅速成为热点话题。文章针对后疫情时代大学生在线学习存在学习效果不如人意、教学平台和工具使用不熟练等问题,在梳理分析15年来全球热门数字化学习工具发展与应用的基础上,提出大学生主动运用学习工具培育数字意识、努力学用学习工具增进数字知识、积极采用学习工具强化数字能力、合理利用学习工具提升数字伦理水平4个策略,以期为大学生应用数字化学习工具提升数字化学习能力、提升大学生乃至全民数字素养与技能、进而构建全民终身学习体系等提供参考借鉴。With the release of the Action Plan for Improving Digital Literacy and Skills for All,digital literacy for all people has quickly become a hot topic.In view of the problems of unsatisfactory learning effects and unskilled use of teaching platforms and tools in online learning for college students in the post-epidemic era,this paper sorts out and analyzes the development and application of“The Top Tools for Learning”in the past 15 consecutive years,and on this basis,four strategies are proposed:college students actively use learning tools to cultivate digital awareness,strive to use learning tools to improve digital knowledge,actively use learning tools to strengthen digital abilities,and rationally use learning tools to improve the level of digital ethics,providing reference not only for college students to apply e-learning tools to improve their digital learning capabilities,improve the digital literacy and skills of college students and even the whole people,but also for the construction of a lifelong learning system for the whole people.
