摘　　要：当前,大学生涉“两卡”犯罪呈高发态势,社会危害性明显。对帮助信息网络犯罪活动罪的实证考察表明,此类犯罪具有犯罪主体年轻化、犯罪手段多元化、行为方式组织化、刑事处罚轻缓化等显著特征。大学生涉“两卡”犯罪有其独特的犯罪生成逻辑,应从事前预防、事中阻断、事后惩治等三个维度开展有效治理。事前预防强调构建社会预防、学校预防和家庭预防的一体化预防机制;事中阻断在于重视强化技术反制、监测预警、协同共治的科学化应对机制;事后惩治要重点加强依法惩治、源头治理、宣传防范的体系化长效机制。College students are involved in "two cards" crimes with a high incidence, which has been causing prominent social harm. The empirical investigation based on the crime of helping information network criminal activities shows that "two cards" crimes have significant characteristics such as younger criminal subjects, diversified criminal methods, organized behavior patterns, and lighter criminal penalties. College students’ "two cards" crimes have their own unique logic of crime generation, and effective governance should be carried out from three dimensions: pre-event prevention, intra-event intervention, and post-event punishment. Prevention in advance emphasizes the construction of social prevention, school prevention and family prevention integrated prevention mechanism;Interruption in the process is to strengthen the scientific response mechanism of technical countermeasures, monitoring and early warning, cooperation and co-governance;The systematic long-term mechanism of punishment according to law, source control,publicity and prevention should be strengthened.
