两类产业集群环境下职业教育产教融合比较研究——来自粤港澳大湾区的案例分析

摘　　要：基于交易成本理论,产业集群可以划分为合作型产业集群与竞争型产业集群两种类型。两类集群具有不同的产业组织形式,产业链上企业的生产、技术、相互关系与交易成本存在巨大差异,深刻影响职业教育供给方式,因而呈现出不同的产教融合特征。粤港澳大湾区产业体系完备、集聚优势明显,深入考察该区域多个产业集群的职业教育发展情况之后发现,在合作型产业集群中,由龙头企业主导产业链人才培养,而竞争型产业集群中的职业教育则由公共部门举办、公办职业院校牵头组织。为增强职业教育对产业的适应性,发展具有中国特色的职业教育,地方政府应根据当地集群的产业组织形式采取相应的政策措施,推动产教融合高质量发展,为产业升级培养大批技术技能人才。Based on the transaction cost theory,industrial clusters can be divided into cooperative industrial clusters and competitive industrial clusters.The two types of clusters have different forms of industrial organization.There are great differences in the production,technology,relationship and transaction costs of enterprises in the industrial chain,which have a profound impact on the supply mode of vocational education,thus show different characteristics of industry-education integration.The industrial system of Guangdong-Hong Kong-Macao Greater Bay Area is complete,and the advantages of agglomeration are obvious.After an in-depth investigation of the development of vocational education in multiple industrial clusters in the region,it is found that leading enterprises dominate the cultivation of talents in the industrial chain in cooperative industrial clusters,while vocational education is organized by public departments and led by public vocational colleges in competitive industrial clusters.In order to enhance the adaptability of vocational education to industry and develop vocational education with Chinese characteristics,local governments should adopt corresponding policy measures according to the industrial organization form of local clusters,promote the high-quality development of industry-education integration,and cultivate a large number of technical and skilled talents for industrial upgrading.
