摘　　要：欧洲发达国家高校战略管理在高校治理结构变革、高等教育人员流动效率、高校自主性等方面表现出巨大优势,但同时也面临国家对高校机构的掌握发生异化、高校自治无限扩张挤压学术发展空间、外部利益相关者对学术行为肆意干涉等困境。立足中国高校战略管理面临的挑战,从欧洲发达国家高校战略管理模式中取长补短,紧跟全球变化趋势,参与国际教育市场;协调高校权力关系,扩大学生自治空间;搭建现代高校制度,增设科学管理章程;开发高等教育市场,减少优质生源外流。The strategic management of colleges and universities in developed European countries shows great advantages in the reform of the governance structure of colleges and universities, the efficiency of the flow of higher education personnel and the autonomy of colleges and universities, but is also faced with such dilemmas as the alienation of state control over colleges and universities, the infinite expansion of university autonomy squeezing the space for academic development, and the willful interference of external stakeholders in academic behavior.Based on the challenges of Chinese university strategic management, this paper proposes to learn from the strategic management pattern of European developed countries, and puts forward suggestions and enlightenment such as following the global change trends, and participating in the international education market;coordinating the power relationship of universities, and expanding the student autonomy space;building a modern university system, and adding scientific management regulations;developing the higher education market, and reducing the outflow of quality students.
