摘　　要：近年来,开发红色旅游成为旅游发展重要目标。文章以江苏省淮安市红色文旅资源为分析对象,通过对淮安市境内红色遗产进行调查,结合实地走访与资料查询,对淮安红色遗产资源现状、开发意义进行研究,针对红色遗址保护情况、文物保护级别、爱国主义教育基地级别、红色遗迹所处时期、分布情况等方面进行较为深入的整合归纳,并分析了淮安发展红色文旅的优、劣势。在此基础之上,对淮安红色文旅发展的探索提出一些建议并提出两条可行线路。强调红色应与自然资源相融合,与非物质文化遗产相融合,在城市更新发展中强化红色文旅要素,整合散乱资源,协同发展。In recent years, the development of red tourism has become an important goal of tourism development. This paper takes the red cultural tourism resources of Huai ’an City, Jiangsu Province as the analysis object, and investigates the red heritage in Huai’ an City, combined with field visits and data inquiry. The current situation and development significance of the red heritage resources in Huai ’an are studied, and the aspects of the protection of red relics, the level of patriotism education base, the period of red relics and the distribution are summarized, and the advantages and disadvantages of the development of red cultural tourism in Huai’ an are analyzed. On this basis, some suggestions are put forward for the development of Huaian red cultural tourism and two feasible lines are put forward. It is emphasized that red should be integrated with natural resources, intangible cultural heritage, strengthen red cultural and tourism elements in urban renewal and development, integrate scattered resources, and make coordinated development.
