摘 要:企业安全文化是企业安全管理中一个高层级阶段,企业在由以规章制度管人理事向以文化管理的过程中需要绩效配套机制,文章基于此目的对安全绩效的设计及应用进行了系统的研究。文章对企业安全绩效现状进行分析,指出当前安全绩效评价存在的不足,通过引入反馈控制原理,设计反馈模型,界定反馈模型中控制机构、执行机构、反馈机构等各要素,明确定义及统计口径。在此基础上,文章结合企业安全生产对模型的应用评价主体、周期、实施及结果应用进行了系统的阐述,安全绩效实现了动态管理和持续改进,企业安全管理水平不断提高。Enterprise safety culture is a high-level stage in enterprise safety management. Enterprises need a performance supporting mechanism in the process from managing directors by rules and regulations to managing directors by culture. Based on this purpose, this paper systematically studies the design and application of safety performance. This paper analyzes the current situation of enterprise safety performance, points out the shortcomings of current safety performance evaluation, designs a feedback model by introducing the feedback control principle, defines the control mechanism, executive mechanism, feedback mechanism and other elements in the feedback model,and makes clear the definition and statistical caliber. On this basis, the article systematically expounds the application evaluation subject,cycle, implementation and result application of the model in combination with enterprise safety production. The safety performance realizes dynamic management and continuous improvement, and the enterprise safety management level is constantly improved.
