行业划转院校转型发展模式对地方应用型高校的启示

摘　　要：行业院校由国家部委划转教育部和地方后积极作为,半数以上的高校形成了共建关系,共建关系中与行业部委共建占比最大。学科建设上,行业划转院校结合服务对象需求,整体呈现出多学科综合化的特征。划转教育部的行业院校坚持特色办学,划转地方的行业院校有着特色再造的办学历程。行业划转院校因办学侧重点的不同,形成了4种不同的转型发展模式:“顶天”,科教并举;“立地”,校地合作;“传承”,产教协同;“创新”,多元发展。地方应用型高校在转型发展过程中,应结合自身特点、明晰办学定位;促进产学一体化,达到校企双赢的目的;进行改革创新,实现地方特色型大学的办学目标。After they have been transferred from the national ministries and commissions to the Ministry of Education and local governments,industrial universities have been proactively acting.Therefore,more than half of the industry-transferred universities have formed a joint construction relationship,which accounts for the largest proportion with industry ministries and commissions.In disciplinary construction,these industry-transferred universities present the characteristics of multi-disciplinary integration according to the clients’needs.The industrial universities transferred to the Ministry of Education have been insisting on running universities with characteristics,while those transferred to local areas have been undergoing the process of reconstruction characteristics.Due to different emphasis on running universities,industry-transferred universities have formed four different transformation and development models,namely“leading the world”model,which highlights simultaneous development of research and education;“serving the local needs”model,which emphasizes the collaboration between universities and local areas,“inheritance”model,which stresses collaboration between industry and education and“innovation”model,which promotes diversified development.These four models have provided rich implications for the development of local application-oriented universities.Specifically,in the process of transformation and development of local application-oriented universities,based on their own characteristics,these application-oriented universities need to nail down the orientation of running universities.They also need to promote the integration of production and education so as to achieve a win-win goal of universities and enterprises.Moreover,they need to pursue reform and innovation so as to achieve the goal of running universities with local characteristics.
