摘　　要：政府数字化转型背景下,整体智治成为基层治理模式创新的重要选择。其核心的理论逻辑表现为“制度—技术”双重嵌入治理过程,以系统性、整体性和协同性为主要特征,重塑治理结构和整合治理资源,实现基层治理的提质增效。从政府治理场域出发,深入剖析综合行政执法改革的典型案例,可以发现整体智治的实践逻辑,主要体现为流程再造、数字赋能、制度重塑和专业发展四个层面,有效破解基层治理中的权责分散、协同不够、监管缺位及队伍能力存在短板等难题。构建综合执法整体智治的长效机制,需要进一步理顺条块关系、完善执法与监管责任、建设数据集成平台及强化队伍建设。Under the background of digital transformation of the government,overall smart governance has become an important choice for the innovation of primary-level governance.Its core theoretical logic is that "system-technology" is embedded in the governance process in a systemic,holistic and coordinated way,reshaping the governance structure and integrating governance resources,so as to improve the quality and increase efficiency of primary-level governance.Starting from the field of government governance,a deep analysis of typical cases of comprehensive administrative law enforcement reform can reveal the practical logic of overall smart governance,which is mainly reflected in four levels:process reengineering,digital empowerment,system reinventing and professional development,and effectively solves the problems of decentralized powers and responsibilities,insufficient coordination,lack of supervision and weak team capacity in primary-level governance.To build a long-term mechanism of comprehensive law enforcement and overall smart governance,it is necessary to further straighten out the Tiao-Kuai relationship,improve the responsibility of law enforcement and supervision,build a data integration platform and strengthen team building.
