购买公共服务中契约式合作关系何以构建——基于嵌入性视角的分析

摘　　要：推动“政社良性互动”是实现社会治理现代化和构建社会治理共同体的必然要求,购买公共服务则是政社互动的重要表现。研究发现,政府与社会组织互动是以资源依赖为基础的、在购买服务的不同阶段采取相应策略进而推动构建契约式合作关系的过程。在选择承接服务项目对象环节,政府采取选择性吸纳和支持性策略;在服务供给环节,政府通过规范式嵌入,而社会组织则采取专业嵌入和关系嵌入策略。政府和社会组织在购买公共服务过程中采取的双向嵌入式策略,是构建契约式合作关系的必要方式。关系嵌入基于声誉和信任机制,其目的是寻求政社之间长期的项目合作关系。契约式合作基于政府与社会组织间的平等契约关系,通过双向嵌入过程得以实现,有助于推动政府与社会组织走向伙伴关系,实现共赢。Promoting the "benign interaction between government and society" is an inevitable requirement for realizing the modernization of social governance and building a community of social governance,and public services purchasing is an important manifestation of the interaction between government and society.It is found that the interaction between the government and social organizations is a process based on resource dependence to adopt corresponding strategies at different stages of service purchasing to promote the construction of contractual cooperative relationship.While choosing the service partners,the government adopts the strategy of selective absorption and support;in the service supply,the government adopts normative embedding,while social organizations adopt professional embedding and relational embedding strategies.The two-way embedded strategy adopted by the government and social organizations in the process of public services purchasing is necessary for building a contractual cooperative relationship.Relationship embedding is based on reputation and trust mechanism,and its purpose is to seek long-term project cooperation between government and society.Based on the equal contractual relationship between the government and social organizations,contractual cooperation can be realized through the two-way embedded process,which helps to promote the partnership between the government and social organizations and achieve a win-win situation.
