摘　　要：高质量发展是顺应国家经济发展态势的必然选择,也是中国特色社会主义进入新时代的客观要求。本文借助制度SCP理论分析范式,以中国特色社会主义制度为基础,结合青海省“一优两高”的战略思想,构建出以“制度-行为-绩效”为线索的青海省高质量发展理论分析框架。青海省高质量发展需要站在全新的历史角度来思考,全面贯彻中国特色社会主义制度,通过提升人力资本、统筹区域发展、优化产业布局、推动城乡一体、建设生态文明、主动融入国家,为实现青海省高质量发展提供理论参考。High-quality development is an inevitable choice in response to the national economic development trend and an objective requirement of socialism with Chinese characteristics in the new era.This study constructs a theoretical analysis framework for the high-quality development of Qinghai Province based on the socialist system with Chinese characteristics and the strategic idea of taking the ecological protection as the priority,boosting high-quality development and creating high-standard life in Qinghai Province by using the paradigm of system SCP theory.It is necessary to think about the quality development of Qinghai Province from a new historical perspective,to implement the socialist system with Chinese characteristics,improve human capital,coordinate regional development,optimize industrial layout,promote urban-rural integration,build an ecological civilization,and actively integrate into the country,to provide theoretical references for the realization of the quality development of Qinghai Province.
