中外合作办学博士学位教育项目农业人才培养机制分析与展望——以中国农业科学院研究生院—比利时列日大学合作项目为例

摘　　要：农业领域博士层次研究型人才培养对于乡村振兴战略的全面推进具有重要的现实意义。中外合作办学为当前国情下的人才培养提供了新的模式。以中国农业科学院研究生院—比利时列日大学合作项目为例,对乡村振兴战略背景下农业领域中外合作办学博士学位教育项目人才培养机制进行了较深入的分析,发现中外合作办学项目博士人才培养能够有力提升培养学生的科研水平、较全方位地带动合作共赢、使学生培养质量得到国内外社会高度认可,以及毕业学生的就业质量有较明显优势等;其成功因素主要集中在强强合作共赢、优质师资配套、中外分工合理、项目管理科学以及发挥党建功能等5个方面。在案例分析的基础上,进一步对如何提高农业领域中外合作博士学位教育项目的社会效益进行了对策思考,提出了结合院所发展规划、聚焦合作办学项目培养目标等启示建议。最后,对乡村振兴战略需求下中外合作办学博士学位教育项目的社会价值进行了展望,认为这种模式作为国内农业领域博士培养的重要补充,将助推“一懂两爱”高层次农业人才的培养,同步促进中外农业院校间的合作共赢。The cultivation of doctors-level research-oriented talents in agriculture is of great practical significance for the overall promotion of rural revitalization strategy. Sino-foreign cooperation in running schools provides a new mode for talent training under the current national conditions. Taking the Graduate School of Chinese Academy of Agricultural Sciences and the University of Liege in Belgium as an example,the talent training mechanism of Sino-foreign cooperative doctoral education program in agriculture field under the background of rural revitalization strategy was analyzed in depth. It was found that the doctoral talents training of Sino-foreign cooperative education projects can effectively improve the scientific research level of the students, drive the win-win cooperation in an all-round way, the quality of the students’ training is highly recognized by the society at home and abroad, and the graduates’ employment quality has obvious advantages. The successful factors mainly focus on win-win cooperation, qualified teachers, reasonable division of labor between China and foreign countries, scientific project management, and the function of Party building. On the basis of case analysis, countermeasures were further considered on how to improve the social benefits of Sino-foreign cooperative doctoral education projects in the field of agriculture, and suggestions were put forward from combining with the development plan of the institute, focusing on the training objectives of cooperative education projects and so on. Finally, the social values of the Sino-foreign cooperative doctoral education project under the demand of rejuvenating rural strategy were forecasted, this model as an important supplement to the cultivation of doctoral degree in the field of agriculture in China, it will promote the cultivation of high-level agricultural talents who have a good knowledge of agriculture, love rural areas, and care about rural people, and simultaneously promote win-win cooperation between Chinese and fore
