摘　　要：本文主要对加强科研事业单位基础设施建设投资项目的投资和设计、概预算及招投标、施工管理及竣工验收等重要环节的监督要点进行分析,阐明建立和完善内部控制机制的重要性,从而保障项目的规范运行和投资效益,为科研事业单位科技创新和行业高质量发展提供基础保障作用。This paper mainly analyzes the key points of supervision on strengthening the inve stment and design,budget estimate,bidding,construction manageme nt,completion acceptance and other important links of infrastructure construction investment projects of scientific research institutions,and clarifies the importance of establishing and improving the construction of internal control mechanism,so as to ensure the standardized operation and investment benefits of projects,and provide basic guarantee for scientific and technological innovation of scientific research institutions and high-quality development of the industry.
