民族学视域下的治理理论阐释

摘　　要：民族学视域下如何探索治理理论,可以说这是一个宏大的课题。民族学视域下的治理理论探索是多维的,这既是基于理论分析的需要而做出的划分,也是理论抽象的结果。在民族学视域下,通过对治理理论的反思,从结构、过程、理念、策略及目的等五个维度系统地阐释了治理理论。具体而言,包括了治理结构与能动之维:多样性和主体间性;治理过程之维:复杂性与长期性;治理理念之维:承认、包容与团结凝聚;治理策略之维:权力与合法性;治理目的之维:善治等五个方面。文章认为,治理是一个复杂的系统工程,而多民族国家语境下的治理更具复杂性。“善治”是多民族国家治理的终极价值诉求,多民族国家治理就是无限接近这个诉求的过程,唯有秉持承认、包容及团结凝聚的理念,充分实现各族裔主体共同参与治理,并在其权力分配过程中体现公平公正及合法性原则,才能无限接近“善治”。How to explore the governance theory from the perspective of ethnology is a grand discourse.The author believes the interpretation on governance theory under the framework of ethnology is multidimensional,which is not only based on the needs of theoretical analysis,but also the result of theoretical abstraction.From the perspective of ethnology,this paper systematically does an interpretation on the governance theory from five dimensions:structure,process,value principles,strategy and purpose.Specifically,it includes five dimensions:structure and agency:diversity and intersubjectivity;process:complexity and chronicity;value principles:recognition,tolerance as well as unity and cohesion;strategy:power and legitimacy;purpose:good governance.This paper holds that governance is a complex systematic project,and governance in the context of multi-ethnic countries is more complex.Good governance is the ultimate value appeal of multi-ethnic country governance,and multi-ethnic country governance is the process of infinitely approaching this appeal;Only by adhering to the concepts of recognition,tolerance as well as unity and cohesion,fully realizing the participation of all ethnic groups in governance,and embodying the principles of fairness,justice and legality in the process of power distribution,can we approach good governance infinitely.
