摘　　要：目的 建立基层医疗卫生机构基本公共卫生人员核心能力模型,为选拔和培养基层公共卫生人才提供理论依据。方法 采用文献研究法、专家咨询法等方法构建初始模型,利用探索性因子分析法提取公因子并筛选要素,采用克朗巴哈系数检验内部一致性。结果 结合两轮专家咨询意见、专题小组讨论及因子分析的结果,形成包含3个一级指标、4个二级指标、41个三级指标的基层医疗卫生机构基本公共卫生人员核心能力模型。其中,3个一级指标分别命名为“公共卫生知识”“公共卫生技能”“公共卫生理念及价值观”,4个二级指标分别命名为“人群健康理念和价值观”“公共卫生技能与能力”“人群健康管理技能与能力”“专业知识”。结论 基层医疗卫生机构基本公共卫生人员核心能力模型信度检验良好,能够为基层医疗卫生机构人力资源管理提供依据。Objective To establish the core competence model of basic public health service personnel in primary medical and health institutions to provide theoretical reference for the selection and training of public health personnel for primary medical institutions.Methods The initial model was constructed by literature research and expert consultation, etc. The common factors were extracted and selected by exploratory factor analysis. The internal consistency was tested by Cronbach’ s α.Results The core competence model of basic public health personnel in primary medical and health institutions contained 3 first-level, 4 second-level and 41 third-level indexes through combining with the results of two rounds of expert advice, special group discussion and factor analysis. Among them, 3 first-level indexes were “public health knowledge”“public health skill”“public health concept and value”. 4 second-level indexes were “population health concept and value”“public health skill and ability”“population health management skill and ability” “professional knowledge”.Conclusion The reliability test of the core competence model of basic public health personnel in primary medical and health institutions is good, which can provide reference for basic public health human resource management in primary medical institutions.
