医院基层党组织工作规范与实施机制研究

摘　　要：目的医院绝大部分员工都是工作在临床第一线的医务人员,工作专业性强,临床任务繁重,特别是新医改形势下和2020年新冠疫情爆发以来,部分干部群众对目前医改和疫情防控政策不理解,日常临床工作与疫情防控关系处理不恰当,人生方向迷茫,建立一套基层党组织工作规范及可长效实施的机制非常必要且迫在眉睫。方法广东省人民医院老研所总支第八支部通过发挥示范引领作用、进行组织体系建设、做好党员发展工作、建立第三方建议及监督机制、建设各党支部党建品牌、与下级基层医院党委良好沟通六个方面出发,根据党支部具体特点制订了一套符合实际的工作规范与运行机制,进行为期一年的探索性研究。结果建立医院基层党组织工作规范与长效实施机制使党建工作和临床工作实现了双赢,被证明是可行且行之有效的。结论对于长期从事临床工作的同志们来说,虽然临床任务繁重,但是党建工作与临床工作不是割裂的,而是相辅相成的,能激发基层组织党员干部的活力,起到先锋战斗堡垒及引领示范作用,因此建立基层党组织工作规范与长效实施机制具有重大意义并可推广。Objective The vast majority of the hospital’s employees are medical staff working on the clinical frontline,with strong professionalism and heavy clinical tasks.Especially under the situation of new medical reform and since the outbreak of the Covid-19 epidemic in 2020,some cadres and masses do not understand the current medical reform and epidemic prevention and control policies,the relationship between daily clinical work and epidemic prevention and control is not handled properly,and the direction of life is confused.It is very necessary and urgent to establish a set of grassroots party organization work specifications and mechanisms that can be implemented for a long time.Methods The eighth branch of the General Branch of the Institute of Old Research of Guangdong Provincial People’s Hospital has developed a set of practical work norms and operating mechanisms according to the specific characteristics of the Party branch and carried out a one-year exploratory study by giving play to the role of demonstration and guidance,building the organizational system,doing a good job in the development of Party members,establishing third-party suggestions and supervision mechanisms,building the Party building brand of each Party branch,and communicating well with the Party committees of lower level grass-roots hospitals.Results The establishment of the work standard and long-term implementation mechanism of the grassroots party organization in the hospital has achieved a win-win situation for the party building work and clinical work,which has proved to be feasible and effective.Conclusion For comrades who have been engaged in clinical work for a long time,although the clinical tasks are heavy,the party building work and clinical work are not separated,but complement each other,which can stimulate the vitality of party members and cadres in grassroots organizations,play a vanguard fighting fortress and leading and exemplary role,so the establishment of grassroots party organization work standards and long-term implem
