农业类高校产学研绩效评价及其提升对策

摘　　要：运用数据包络分析方法中的DEA-Malmquist指数方法,对农业高校产学研合作的绩效现状进行分析。结果表明,首先,国家对农业类高校投入的科研人员数量和科研经费是逐年增加的,农业类高校的技术进步效果并不明显,甚至在有的年份出现负增长,技术这一要素在全要素生产率的测算中起到了约束作用。其次,农业类院校在2016—2019年的绩效评价指数逐渐下降,表明这几年的产学研合作过程中存在着高投入、低产出的状况,投入和产出明显不成正比。最后,提出完善产学研合作的资源配置、加大政府支持力度、培养学生创新思维、改变企业对产学研的固有观念的对策。DEA-Malmquist index method of data envelopment analysis was used to analyze the current performance of industry-university-research cooperation in agricultural universities.The results showed that,firstly,the number of scientific researchers and scientific research funds invested by the state in agricultural universities had increased year by year.The effect of technology progress in agricultural universities was not obvious,and even showed negative growth in some years.Technology played a binding role in the measurement of total factor productivity.Secondly,the performance evaluation index of agricultural universities decreased gradually from 2016 to 2019,which indicated that there was a situation of high input and low output in the process of industry-university-research cooperation in these years,and the input and output were obviously not proportional.Finally,the countermeasures and suggestions of improving the resource allocation of industry-university-research cooperation,increasing the government support,cultivating students’innovative thinking,and changing the inherent concept of enterprises to industry-university-research were put forward.
