摘　　要：新时代公民道德建设受到社会伦理变迁影响,一方面,社会伦理的转向对公民道德建设提出新要求;另一方面,伦理型文化传统要求公民道德建设必须对文化传统进行继承与创造。《新时代公民道德建设实施纲要》回应社会变迁的伦理道德需要,引领伦理道德发展,促进新时代公民道德建设。然而,社会的伦理变迁与公民道德建设之间也可能存在协调状况,需要采取必要措施协调推进,使两者之间能够协调发展。The construction of citizen morality in the new era is affected by the change of social ethics. On the one hand,the turn of social ethics puts forward new requirements for the construction of citizen morality.On the other hand, ethical cultural tradition requires that the construction of citizen morality must inherit and create the cultural tradition.The Implementation Program for The Construction of citizen Morality in the New Era responds to the ethical and moral needs of social changes, guides the development of ethical and moral development, and promotes the construction of citizen morality in the new era.However, there may be a coordination between the social ethical change and the construction of citizen morality, so it is necessary to take necessary measures to coordinate and promote the social ethical change and the construction of citizen morality, so that the two can develop harmoniously.
