摘 要:2018年12月,中央组织部提出深入推进干部人事档案专项审核全覆盖工作(以下简称“全覆盖”工作)。建立高校干部人事档案专项审核全覆盖工作机制,对于有效完成“全覆盖”工作任务具有重要的理论意义与现实指导作用。论文对“全覆盖”工作人员和教职工进行访谈,访谈内容包含工作困难、实施方案、工作具体机制等方面,形成资料,并利用扎根理论进行分析,发现高校干部人事档案专项审核全覆盖工作机制可分为四个维度(领导维度、工作运行维度、补充材料维度“、后专审”工作维度),最后建立“全覆盖”工作机制框架,助力高校“全覆盖”工作的顺利进行,进而促使干部人事档案工作在治理效能、质量管控、信息化建设上深入发展。In December 2018,the Organization Department of the CPC Central Committee proposed to further promote the full coverage of the special audit of cadres’personnel archives(hereinafter referred to as the"full coverage"work)and establish the full coverage working mechanism of the special audit of cadres’personnel archives in colleges and universities,which has important theoretical significance and practical guidance for effectively completing the task of"full coverage"work.In this paper,the staff and faculty of"full coverage"work are interviewed.The interview content includes work difficulties,implementation plans,specific work mechanisms and other aspects,and the data are formed.Then the grounded theory principle is used to analyze the data and it is found that the full coverage working mechanism of the special audit of cadres’personnel archives in colleges and universities can be divided into four dimensions(leadership dimension,work operation dimension,supplementary material dimension,and"post-professional review"work dimension).Finally,the"full coverage"working mechanism framework is established to facilitate the smooth progress of the"full coverage"work in colleges and universities and promote the in-depth development of cadre’personnel archives work in governance efficiency,quality control and informatization construction.
