摘　　要：为了提高高校实验室应急管理水平,推进国家“一案三制”应急管理体系,针对目前实验室应急组织机构和责任体系不完善,应急管理制度不健全,应急管理处于被动应对式运行机制,应急预案体系不完善,应急队伍及硬件设施不足等问题,提出从构建常态性和非常态性组织机构、细化应急管理全过程应急管理制度和应急运作机制、完善应急预案体系建设及管理、加强应急专业队伍及基础设施保障、搭建信息化应急管理平台出发,探讨了实验室应急管理体系的构建,形成“六位一体”的应急管理模式,可为实验室应急管理体系建设和应急管理实践提供参考。In order to improve the emergency management, promote the application of the “one-plan-three-system” emergency management system in university laboratories, aiming at the problems of unreasonable organization and responsibility system, imperfect emergency management regulations, passive emergency operation mechanism, imperfect emergency plan system, insufficient emergency team and hardware facilities, the construction of laboratory emergency management system was deeply discussed. We established daily and emergency organizations, refined the emergency management regulations and emergency operation mechanisms for the entire process of emergency management, perfected the construction and management of emergency plan systems, strengthened emergency professional teams and infrastructure support, and built an information-based emergency management platform. It can provide reference for the emergency management system construction and emergency management practice for laboratory.
