多主体协同视域下大学科技园发展的问题与应对

摘　　要：大学科技园作为国家创新体系的重要组成部分,对发挥高校源头创新作用,支撑高校“双一流”建设,促进科技、教育和经济融通发展具有重要意义。大学科技园由高校、企业界和政府三方结合所产生,是科技、高等教育及经济社会发展的必然产物,只有政府、高校、科技园、社区多主体协同发展,才能更好地发挥职能。在大学科技园建设中,政府加强统筹规划政策引导,高校充分发挥创新策源主体作用,科技园积极探索专业化管理运营机制和科技服务体系,社区切实发挥配套支持保障职能,各利益相关者形成命运共同体和工作合力,是突破大学科技园发展瓶颈的有效措施。As an important part of the national innovation system,University Science Parks are of great significance to give full play to the original innovation role of universities,support the"double first-class"construction of universities,and promote the integrated development of science and technology,education and economy.University Science Parks are produced by the combination of universities,enterprises and the government.They are the inevitable product with the development of science and technology,higher education and economic and social development.Only the coordinated development of government,universities,University Science Parks and communities can better play their functions.In the construction of University Science Park,the government strengthens the overall planning and policy guidance,universities give full play to the main role of original innovative,the University Science Park actively explores the professional management and operation mechanism and science and technology service system,the community gives full play to the supporting and guarantee functions,and all stakeholders form a community of destiny and work together,which is an effective measure to break through the bottleneck of the development of University Science Park.
