图书馆实施受控数字借阅服务模式的探讨

摘　　要：受控数字借阅是图书馆在合理使用原则下借出图书的数字副本,通过馆藏纸本资源电子化,创新借阅服务的一种探索,为开放图书馆馆藏提供了理论解决方案。本文首先介绍受控数字借阅的起源和定义,并对国外图书馆界实施受控数字借阅的实践情况进行梳理,分析面临的障碍;最后,对我国图书馆实施受控数字借阅需要注意的问题进行了讨论,提出需要制定实施受控数字借阅的具体方案、数字副本的具体流通细则、技术解决方案以及与出版商、作者等建立合作机制等策略。Controlled digital lending is a digital copy of books lent out by libraries under the principle of rational use.It is an exploration of innovating borrowing services through the electronization of paper resources in the collection,which provides a theoretical solution for the opening of library collection.Firstly,this paper introduces the origin and definition of controlled digital lending,combs the practices of controlled digital lending in foreign libraries,and analyzes the obstacles faced by the implementation of controlled digital lending.Finally,this paper discusses the problems that should be paid attention to in the implementation of controlled digital lending in Chinese libraries,and puts forward several strategies such as formulating specific plans for implementing controlled digital lending,specific circulation rules for digital copies,technical solutions,and establishing cooperation mechanisms with publishers,authors,etc.
