摘　　要：教育对外开放是我国改革开放事业的重要组成部分,是教育现代化的鲜明特征和重要推动力。党的十八大以来,习近平总书记提出“扩大教育开放,提升我国教育世界影响力”总体要求,坚持以教育对外开放服务国家对外开放,推动中国教育以更加开放自信主动的姿态走向世界舞台。习近平总书记关于教育对外开放的重要论述强调聚天下英才而用之,加强同世界各国互容、互鉴、互通,让教育为文明传承和创造服务,共同开创人类社会美好未来;其核心要义在于,以教育开放宣示国家开放、以教育开放推进人文交流、以教育开放塑造文明新形态、以教育开放培养创新人才。在习近平总书记关于教育对外开放的重要论述指引下,我国教育对外开放布局结构更加优化,留学工作创新发展内涵提升,服务人才培养能力更强,人文交流愈加丰富,参与全球教育治理更加深入。习近平总书记关于教育对外开放的重要论述是习近平外交思想的组成部分,丰富和发展了中国特色社会主义教育理论,为推进高水平教育对外开放提供了行动指南。The opening-up of education,an important part of China’s reform and opening-up,remains a distinctive feature and an important driving force of educational modernization. Since the 18th CPC National Congress,the CPC Central Committee’s General Secretary Xi Jinping has put forward the overall goal of "expanding the opening-up of education,and enhancing the influence of China’s education in the world";specifically,he required us to adhere to serving the opening-up of China through the opening-up of education,and push China’s education to the world stage with a more open,more confident and more proactive attitude. His important expositions on the opening-up of education emphasize attracting talents from around the world,strengthening inclusiveness,mutual learning and interaction between China and other countries,making education serve the inheritance and creation of civilization,and jointly creating a brilliant future for human society. The key connotations of these important expositions include,through the opening-up of education,declaring the opening-up of the country,promoting people-to-people exchanges,creating new patterns of civilization,and cultivating innovative talents. Under the guidance of these important expositions,China boasts of a more optimized layout of the opening-up of education,stronger connotations for the innovative development of the service of scholarly exchange,a greater ability to serve talent cultivation,richer people-to-people exchanges,and deeper participation in global education governance. As a part of Xi Jinping’s diplomatic thoughts,these important expositions enrich and develop the theory of socialist education with Chinese characteristics,and provide guidelines for the higher-level opening-up of education.
