摘　　要：村支书在乡村振兴中扮演着重要的角色,在乡村流出性衰败的现实风险下,吸引精英返乡担任村支书成为普遍做法。以浙江省A县X村村支书2000-2020年的成长经历为案例,基于多轮深度访谈和档案资料,运用单案例研究设计,归纳发现:(1)指向个人和村集体的双重内部情感促进了精英返乡,共同体身份认同是其愿意返乡投身公共服务的主要因素;(2)通过社会化和外部化两个途径,返乡精英习得农村公共管理所需的默会知识、获得专用技能;(3)返乡精英的领导权威并不完全来自于正式职位,基于师徒传承的传统型权威和基于治理绩效的个人魅力是其获得领导权威的主要途径;(4)农村基层治理中全过程人民民主在选举前后都确保了返乡精英施政的公共性。通过进一步讨论农村基层治理中自治、法治和德治的关系,认为自治是农村基层治理中的主导逻辑。The secretary of the village Party branch plays an essential role in Rural Revitalization.In the circumstance of the flow of village elites to cities,“why the elite are willing to return home and can take on the important task of the village Party secretary?”has become a common concern in the academic and practical circles.This study takes the growth process of the Party secretary of X village of Zhejiang Province from 2000 to 2020 as a case.Based on multiple rounds of in-depth interviews and archives and employing a single-case design,this study attempts to summarize a potential path for selecting and training excellent village Party branch secretaries.The study finds that:(1)from the perspective of willingness,the dual internal emotions pointing to individuals and community facilitate the return of elites,and community identity is the main factor for them to serve as a servant of people;(2)Through socialization and externalization,returning elites acquire tacit knowledge and special skills required by rural public management;(3)The leadership authority of returning elites does not come entirely from the legal authority of formal positions.The traditional authority based on the inheritance of teachers and apprentices and the personal charm based on governance performance are the main ways to obtain leadership authority;(4)Democracy in the whole process ensures the publicity of returning elites’governance before and after the election.The study further discusses the relationship between autonomy,rule of law and rule of virtue in rural governance,and asserts that autonomy is the leading logic in rural governance.
