摘　　要：目的:针对“以人为本”在卫生服务中的概念尚未有普适性清晰界定的问题,解构、建构健康中国战略背景下的卫生服务“以人为本”的概念。方法:采用Python获取“以人为本”的概念文本,采用内容分析法解构语义,基于时代特征建构语义,并分析其对卫生服务实践的指引。结果:纳入文本154份,识别出67个分析指标,经四阶段发展,“整合”成为“以人为本”演化的时代特征。基于宏观系统整合、中观组织和专业整合、微观服务整合和支持保障的角度,建构卫生服务“以人为本”五个层次的语义,包括精神本质、人本需求、人本服务、人本治理和健康保障。结论:以整合为特征的“以人为本”的语义呈现多维度的丰富内涵,为健康中国战略的实践提供了方向指引,精准捕捉全人群健康需求、提供高价值整合服务、激励多元主体价值共创、建立全面的健康保障成为实践叙事的重点。Objective:Aiming at the problem that the concept of“people-oriented”health services lacks a clearly defined universal definition,this work deconstructed and constructed the concept of“people-oriented”health services under the background of Healthy China strategy.Method:Python was used to acquire the concept text of“people-oriented”,deconstruct its semantics using content analysis,construct its semantics based on the characteristics of the new era,and analyze its guidance to health service practices.Results:154 texts were included to identify 67 analysis indicators,which were“integrated”as the era characteristics of“people-oriented”after four stages of development.From the perspectives of macroscopic system integration,meso organization and specialty integration,microscopic service integration and support guarantee,five levels of“people-oriented”semantics in health services were constructed,which covered spiritual essence,people-oriented demand,people-oriented services,people-oriented governance and health support.Conclusion:The semantic meaning of“people-oriented”characterized by integration presents multi-dimensional rich connotation,which provides directional guidance for the implementation of Healthy China strategy.Accurately capturing the health needs of the whole population,providing high value integrated services,encouraging multi-subject value co-creation,and establishing comprehensive health support shall be emphasized as the focuses of practical narration.
